针对近年来被捉的“公仆”越来越多,“来源不明的巨额财产”也越来越大的腐败现象,最近,司法部司法所王公义研究员建议:“给干部很高的工资,让他意识到自己的价值,不要轻易地去犯错误,而失去自己的职位。”王公义研究员的建议,再次引发了“高薪养廉”的讨论。高薪是否真能养廉,既有的讨论已经十分深入,在此没有必要赘言。笔者所关注的是,“高薪养廉”一次次被提出的背后,是否存在话语权优势下的争利动机。薪水是社会再分配的重要形式,公务员的薪水标准,应该依据其提供的“公共产品”的数量和品质来确定。如果公务员利用话语权优势,在“养廉”的旗号下,最终获得了很高的工资,势必破坏社会再分配公平,令其他人造成心理失衡,引发社会不稳定。在“高薪养廉”的阵阵呼声中,相关决策者应谨防有人利用话语权的优势为特定群体谋取不合理的利益。
