从国际普遍经验来看，工业化中期阶段，反哺农业的政策目标是以生产性支持为主，到工业化后期，反哺的政策目标转向以增加农民收入和保护自然环境为主。目前，中国总体上已进入工业化中期。但中国工业反哺农业的具体途径并不明确，政府干预过多，依然幻想农民“离土不离乡”，通过乡镇企业来实现以工促农。
