当前,我国城镇化进程快速推进,城市人口和用地大规模增长,城市无序蔓延和城乡空间混杂问题日益明显,城乡规划作为城乡空间管理的政策工具,正面临着从增量规划向存量规划转型的趋势,而划定城市增长边界则是适应该趋势的重要手段之一。本文对城市增长边界的内涵及发展历程进行了梳理,在此基础上提出了划定城市增长边界要与城镇化进程相协调,要与“三规合一”等工作相结合,在我省人口规模超过500万的特大城市优先开展试点工作,并指出苏南各市县应结合城市总体规划修编工作,充分运用城市增长边界的理念,开展相关研究工作。 At present, the process of urbanization in our country is rapidly advancing.
