随着国家经济发展对石油等资源的不断需求,为了保证在能源稀缺现状下油气等资源的稳定供给,实现技术的不断延伸,目前资源开采已发展到海洋范围内。从中引进的自由式钻井平台技术开拓了海洋装备的先进领导地位,通过系统的滩涂和浅海区的机械作业处理,以满足不断发展的海洋钻井平台的设计检验与科研方面的要求。我国虽然科学技术水平有所改进,但在这方面的结构独立设计仍旧存在着不足,需要强力引进外国先进的技术处理手段。为了满足国家日益壮大的发展要求,满足我国海洋资源开发以及工程事业的壮大,开展独立的研究工作势在必行,通过一定的技术参数设计评价机制,实现最优方案决策方案的快速生成,作为技术开发的重要理论依据。
