我国经历了多次机构改革,但始终无法摆脱精简-膨胀-再精简-再膨胀的怪圈,其中一个重要的原因就是,我国基础性管理制度不够完善,无法形成制度的内生长机制。新一轮的机构改革注意到这一问题,并将基础性管理制度改革作为我国体制改革的重要一环。本文依据基础性管理制度的内生结构与成长规律,将我国基础性管理制度在结构上分为外部基础性、内部基础性和结合基础性三种类别;在成长上划分为创新型、发展型、完善型三种类型,并结合我国的实际情况,分析了其存在的问题,提出了相应的创新路径。
One of the important reasons why our country has undergone many institutional reforms but can not get rid of the cycle of streamlining, expansion, streamlining and re-expansion is that the basic management system in our country is not perfect enough to form the internal growth mechanism of the system. The new round of institutional reforms has taken note of this issue and taken the reform of the basic management system as an important part of our structural reform.
