用人要有格,这个格是用人的条件、程序和方法,是为了把人选好、把人用准,为了保证群众的认同。用人要破格,之所以破格,也是为了让优秀人才脱颖而出,二者有着殊途同归之效用。有格与破格是相对的,破格是破原先确定的格,但在破的过程中往往又确立了新格,依然需要讲条件、守规则。在有格与破格上,有格是用人的常态,是一般规律。破格则是对常态的突破,是对常规用人的补充。从这个意义上说,破格不能成为一种常态,破格一旦成为常态,就是对常态性选人用人
