民间组织的发展领域已经延伸到经济、文化、科技、教育、卫生、体育、社会慈善事业等诸多领域。建立适合民间组织发展的管理监督机制是当前经济社会发展亟需解决的重大课题。要把建立适合民间组织发展的管理监督机制纳入社会管理大格局中来谋划布局,按照中央确定的培育发展与管理监督并重的方针,从民间组织发展的阶段性特征出发,本着区别对待、分类培育、分类管理、完善政策、规范行为、促进发展的原则,研究建立一套既符合中国国情,有利于构建社会主义和谐社会,又适合民间组织健康发展的管理监督机制。
The development of non-governmental organizations has extended to many fields such as economy, culture, science and technology, education, health, sports and social charity. Establishing a management and supervision mechanism that is suitable for the development of non-governmental organizations is a major issue urgently needed to be solved in the current economic and social development. We should establish a management and oversight mechanism that is suitable for the development of non-governmental organizations to include the overall pattern of social management in order to plan the layout. In accordance with the principle of equal emphasis on cultivation and development and management and supervision as determined by the Central Government, we should proceed from the stage characteristics of the development of non-governmental organizations, treat them differently, Nurturing, classifying and managing, perfecting policies, regulating behaviors and promoting development, and studying and setting up a set of management and supervision mechanism that is both in line with China’s national conditions, conducive to building a socialist harmonious society and suitable to the healthy development of non-governmental organizations.
