Barry Masson argues that the reduction of tariffs in the past two decades has greatly reduced the cost of transnational investment, and many countries, especially developing countries, are constantly creating the conditions for stimulating foreign investment. On the basis of industrial zones, they have established export production zones and provided investors with various preferential and facilitation policies. The number of export-producing zones increased rapidly in 30 years, rising from 80 in the first 25 countries to as many as 3000 in 116 countries by 2002, which meant that each of the producing areas was faced with the same conditions as other countries’ Even the fierce competition in other production areas in different provinces of the country.
