楼宇生同志《秘书与领导者之异同论》(载《秘书之友》1989年11期)一文,探讨了秘书与领导的“异”与“同”,这个问题的提出与结论新颖,颇有启示。但也有几点意见,提出商榷。一、关于“思维互补”问题楼文提出秘书应补捉、发展、完善、实施领导意图,领导要善于借用秘书“外脑”。其中“发展”领导意图的提法值得斟酌,就一般党政领导机关特别是高层领导而言,秘书办文办事,更重要的是“忠实”于领导意图,而不是强调去“发展”领导意图。例如党中央、国务院的一些重大方针、政策,办公厅(室)的秘书怎样去“发展”呢?

The issue and conclusion are fresh and quite Inspiration. But there are also some opinions that we can put forward. For general party and government leading organs, especially high-level leaders, it is more important for the secretary to handle affairs and, more importantly, to “faithfully” lead rather than emphasize “development” of the leader’s intention . For example, some important guidelines and policies of the Party Central Committee and the State Council, and how do the secretaries of the general office (office) “develop”?
