国家计委研究所一位研究人员最近指出,我国社会保障改革近10年来取得了重大成果,但是,一些深层次的矛盾并没有得到根本解决,一些新的操作性还没有找到好的运行程序。这位专家认为,当前我国社会保障改革中的难点问题有如下十个: 一、社会保障管理体制。结束“多龙治水”的局面,成立集中统一的社会保障行政组织势在必行。这样做有利于解决政出多门,互相扯皮的矛盾,提高社会保障的权威性,加速我国的社会保障改革进程。 二、社会保障制衡机制问题。形成“社会保障行政组
