一、档案的内涵在档案学界,对档案定义较早且影响较大的当属荷兰档案学三巨头,即穆勒(S.Muller)、斐斯(J.A.Feith)和福罗英(R.Fruin)。他们在荷兰档案家学会的监督下,合编了《档案管理与编目手册》。在此书中,他们将档案定义为:“由行政主体或其官员正式制作产生或收到的书面文件、图像以及印刷品的总体。这些文书被官方或官员置于特定场所予以保存。”美国学者谢伦伯格
