2006年,全国公务员曾历经一次较大幅度的加薪,人均增幅约300元,逾8000万人受益。两年来,随着中央酝酿进行全社会收入分配制度调整,关于公务员要再次加薪的消息不时见诸报端,或流传坊间。时至2008,我们不妨再对这个敏感的话题进行一次考察和梳理。加,还是不加?要回答这个问题,首先得弄清题目的几个条件:基层公务员现在的收入、支出以及他们的贡献。收入中上和收入偏低,工资不动和寅吃卯粮,工作忙碌和无所事事,每一个正题都伴生着反题,每一个答案都指向不同方向。
In 2006, civil servants across the country experienced a rather substantial salary increase, with a per capita increase of about 300 yuan, benefiting more than 80 million people. In the past two years, with the adjustment of the system of income distribution throughout the whole society brewing by the Central Government, the news on the need for the civil servants to pay another pay has been reported from time to time or circulated in the news.
