黑龙江省中小企业产业集群的发展与国内发达省份相比仍存在较大的差距:一是缺乏知名的地域产业品牌,资源型产业集群地域品牌不亮;二是产业集群的规模小、实力弱,园区型产业集群关联程度不高;三是中小企业的税收歧视严重,龙头带动型产业集群竞争能力不强;四是产业集群的环境有待完善,区位型产业集群发展环境不优。其原因在于:一是产业集群规模偏小,县城经济优势缺失;二是企业集聚动力偏弱,中小企业成长缓慢;三是集群布局结构偏散,体制掣肘调控滞后。因此,其发展对策:一要大手笔规划关联产业集聚,开发产业的潜力;二要高起点打造工业园区建设,增强企业的动力;三要新举措创新打造龙江品牌,激发产品的活力;四要发展产业链条和吃配经济,提升市场竞争力;五要构建区域经济一体化网络,形成发展的合力;六要扶持中小企业搞全民创业,扩大就业的能力;七要打好县域经济的产业基础,发挥市场的推力;八要加强十大产业项目的引导,拓展优势的威力;九要加快政府职能转变,建立科学的绩效评价体系。
