发布紧缺人才目录为何效果不佳

近些年,不少地方制定发布了急需紧缺人才目录,意在通过市场机制,引导人才合理流动。但制定发布人才目录,却出现了政府热、企业和人才冷的现象,目录发布后实施效果欠佳。如何突破当前急需紧缺人才目录的制度困境?笔者考察了天津、上海、湖南等省市有关人才目录制定和发布的做法,试图分析其得失。制定急需紧缺人才目录的几种模式近年来,有些省市从各地具体实践出发,在发布急需紧缺专门人才目录方面做了不少工作,积累了很多经验,取 In recent years, many places have formulated and published a catalog of people in urgent need of scarce resources, aiming to guide the rational flow of qualified personnel through market mechanisms. In recent years, some provinces and cities have made a lot of efforts in releasing catalogs of professionals in urgent need of scarce need and accumulated a great deal of experience, taking into consideration the specific practices in different places.
