石家庄市疾控机构食品安全事故应急演练情况分析

目的提高全市各级疾病预防控制(疾控)机构应对突发食品安全事故的调查处置能力,规范县(市)区调查处置流程。方法制定群体性食品安全事故模拟案例,统一流程,在同一时间段对全市各级卫生疾控机构进行食品安全事故应急演练考核。结果此次演练前后进行了相同内容的闭卷考试,通过考试各片区平均成绩大幅提高,其中个案调查的Z值分别为市内区-2.214、县级市-2.023、平原县-2.207、山区县-2.375,P值分别为0.026、0.043、0.027、0.01,差异均有统计学意义。培训后县市区的事故报告从(51.42±17.25)分提高到(77.14±13.02)分,终结报告从(68.14±7.22)分提高到(80.42±3.40)分。结论通过演练石家庄市疾控机构应对突发食品安全事故的能力有了提高。针对演练暴露的问题,应加强对食品安全事故调查处置理论知识培训,进一步规范调查处置流程。 Objective To improve the investigation and disposal capacity of disease prevention and control (disease control) agencies at all levels of the city in response to unexpected food safety accidents and to standardize the investigation and disposal procedures in counties (cities). Methods Develop a batch of food safety accident simulation cases and a unified process to conduct emergency drills for food safety accidents at all levels of the city’s CDCs at the same time. Results Before and after the exercise, the same contents of the closed book examination were conducted. The average scores of each examination area increased significantly. The Z values ​​of the individual case surveys were -2.214 for the urban area, -2.023 for the county-level city, -2.207 for the plain county, 2.375, P values ​​were 0.026,0.043,0.027,0.01, the differences were statistically significant. After the training, the accident reports in counties and cities increased from (51.42 ± 17.25) points to (77.14 ± 13.02) points, and the final report increased from (68.14 ± 7.22) points to (80.42 ± 3.40) points. Conclusion Shijiazhuang CDC has been able to cope with unexpected food safety incidents by improving its capability. In view of the problems exposed during the exercise, training on theoretical knowledge of food safety accident investigation and disposal should be strengthened to further standardize the investigation and disposal process.
