为什么要对基层所、社的职业道德建设单独议论呢,有三个方面的原因:一、从基层所、社所处的位置来看.从农业银行现行的“三级管理,一级经营”的体系考虑,基层所、社既是农业银行联系社会的纽带,也是农业银行经济活动的中心,大量的工作需要他们来做,许多任务靠他们完成.因而,基层所、社的职业道德建设如何,是衡量农行系统文明建设的标尺,也是洞察农行形象的一个重要窗口.二、从已暴露出来的问题看.基层所、社既是党在农村各项金融政策的宣传者,又是各项规章制度的具体执行者,绝大多数同志在这个“风口浪尖”上,做出了许多业绩,经受住了严峻的考验.但也的确发现有些人的思想、行为在某些方面违背了自身的职业道德;有的缺乏服务的观念,缺少负责的精神,高高在上;有的无所用心,“混”字当头,工作差错不断;有的随意地解释和执行政策,自行其是;有的利用手中的权力,以贷谋私.等等.三、从基层所、社的特点来看.首先是,就人员构成而言,基层所社青年人多,刚工作不久的多,还有顶替,“三不”干部,信用站干借用等.他们入行时间短,迫切需要职业道德培训.其次是,就农行企业化经营而言,基层所,社是重要环节,而重视职业道德,精神文明则又是企业化经营的一个重要方面.三是,基层所、社具体问题多,职业道德建设只有从所?
