佟树平在《中国出版》1993年7—8期上发表长文《论社会主义市场经济体制下,出版队伍的结构调整和素质提高》。认为近十年来,出版社领导层的总体情况是好的。据统计,1991年底全国460家出版社,共有领导干部1800余人,其中,中共党员占90%以上;具有大专以上学历的占95%以上;年龄60岁以上占7.3%,55—60岁占37%,50—54岁占9.1%,40岁以下占5.3%。但这么一个领导层,与市场经济体制要求相比,还存在着一定的差距,主要是:(1)仍然存在着以往的领导方式、思维方式和观念意识的惯性。在领导方法上,仍经常采用一靠上级主管部门发红头文件,二跑政府部门要外部条件,三靠行政渠道纵向指挥生产经营和取得信息,四靠不完整的,灵敏度不高的市场信息进行出版经营活动。在思想观念上,往往是轻视经营,不屑于经营。有的领导不会算经济账,不关心生产经营状况,养成了长期依赖政府,依赖主管部门的惰性。
