从投寄过程来看,义务兵免费信件要先经部队内部有关系统管理、收取,然后集中加盖“义务兵免费信件”三角形戳记(一般为红色),再定时送交地方相关邮局的进口科加盖当日邮政日戳,最后按邮政编码、地址进行分拣和寄递。这是一个非常清晰、有序的流程,在正常情况下,既然是“免费”信件,就不该出现“欠资”。可是,在笔者的藏品中,却有几枚义务兵免费信件的欠资实寄封。那么,义务兵免费信件欠资实寄封究竟是如何产生的呢?
