目前,在信息现代化和公民社会发展的背景下,我国商业银行发展态势良好,在履行社会责任方面也越来越得到政府机关、行业组织以及社会大众的关注。不过,从具体实施来看,在国内的商业银行社会责任运动中,“监督机制”的不配套以及先天不足制约着社会责任运动的效果。因此,建立“硬法”与“软法”并重、外部监督与内控监督制度相结合的“监督机制”是提升国内商业银行履行社会责任的重要保障。
At present, under the background of information modernization and civil society development, the development of China’s commercial banks is in good condition and their social responsibilities are also getting more and more attention from government agencies, industry organizations and the general public. However, judging from the concrete implementation, in the social responsibility campaigns of commercial banks in China, the lack of supporting mechanisms and inherent deficiencies in the “supervisory mechanisms” restrict the effectiveness of social responsibility campaigns. Therefore, it is an important guarantee for the domestic commercial banks to fulfill their social responsibility to establish a “supervisory mechanism” that combines “hard law” with “soft law” and integrates external supervision with internal control supervision.
