为进一步促进欠发达地区基础教育事业发展,2004年2月,衢州市教育局应常山县委、县政府邀请,组织了以局长为组长的专题调研组,围绕教育发展、师资建设、教育管理等重点问题,深入常山县21个乡镇42所中小学,对该县基础教育进行了全面调研,通过听(听取汇报、听课)、访(个别访谈)、问(问卷调查)、查(查阅教学计划、教案、学生作业本等资料)、看(看校容校貌、校园周边环境)等形式,掌握了大量原始材料,进行了多次分析、论证,形成了调研报告。调研组深刻认识到:愈是在经济欠发达地区,强化基础教育地位愈是刻不容缓。
