苏共中央和苏联部长会议在“关于完善计划工作、加强经济机制、提高生产效率和工作质量”的决议中决定要在国民经济各个部门广泛推广可激发劳动积极性的工作队这种劳动组织形式。对于各采矿企业来说,可激发劳动积极性的工作队这种劳动组织并不是一种新的组织形式。1979年以前就有50%以上的工人加入了工作队。但是,在上述决议中所谈到的是按统一任务单工作的、有更高组织水平的工作队。在这里是按工作队或按给工作队的统一生产定额计算工资的。各工作队按自主管理原则进行工作。工作队不仅自行解决人员分配问题,而且要确认每个成员对工作成果的贡献,按照各自的参加劳动系数(KTy)分配工资(计件工资和生产奖金),解决其他生产和社会问题。这里的新内容在于:劳动组织和劳动工资的性质有所改变,生产工作队在生产机制中的作用明显地提高了。工作队成员们致力于具体作业区所取得的一定的最终劳动成果。每个成员都关心集体工作
