近几年,林业改革取得了一定成效,但无论从个体还是集体乃至国营林业的发展步伐来看,离开了行政干预,想再来一个大发展,就现实情形看来,可能性是不大的。目前,摆在我们面前的紧要问题是如何改革现存的林业生产关系,形成更大的林业生产力。今天的林业改革是在经历了多次改革的基础上进行的,必须找到继续改革的突破口,这个突破口就是改革现行的林业生产关系,其中心问题就是一个林权问题。 In recent years, some achievements have been made in forestry reform. However, judging from the pace of development of individual and collective forestry and even of state-owned forestry, it is unlikely that the situation will be greatly exited if we want to see another major development without administrative intervention. At present, the crucial issue before us is how to reform the existing relations of forestry production and create greater forestry productivity. Today’s forestry reform is carried out on the basis of repeated reforms. We must find a breakthrough in continuing the reform. This breakthrough is the reform of the current forestry relations. The central issue is a forest rights issue.
