中国入世谈判代表团团长龙永图在接受记者采访时曾谈到,“学习世贸组织的规则要有的放矢.根据不同的对象来进行培训。对一般的领导干部来说,主要应该学市场经济的基本规律以及反映这些规律的世贸组织的基本原则,如非歧视原则、对外实行最惠国待遇的原则、国内实行国民待遇原则。世贸组织规则的核心就是不歧视的原则.因为市场经济的核心是公平竞争……像公平竞争原则、透明度原则、国民待遇原则、最惠国待遇原则,这些各级领导都应该学习。”从本期起,我刊将陆续推出几篇文章,来介绍 WTO 的一些基本原则。——编者 Long Yongtu, head of China’s WTO accession delegation, said in an interview with reporters: “The rules for studying WTO should be targeted and training should be conducted according to different targets.
