On November 9, 1962, Japan concluded a five-year trade agreement with China and promised to achieve a value of 50 million U.S. dollars worth of goods by 1963. Dean Rusk, the U.S. Secretary of State, dispatched letters to Tokyo criticizing Japan for dealing with Beijing, particularly as the timing of the deal coincided with the Sino-Indian border war. This article examines the Kennedy administration’s policy on dealing with Japan and Beijing. Rusk, convinced of the preconceptions of the cold war and his lack of confidence in East Asian conditions, believes he believes the agreement marks the first step toward Japan’s endorsement of Beijing.
