目的:分析医院人事档案管理现状,探讨医院人事代理人员(流动人员)档案管理新对策。方法对全院在职职工人事档案完整性进行分析,并对档案材料的收集、归档及时性、主动性进行调查。结果:医院人事档案管理在管理制度建设、管理技术改进、管理模式创新、管理人员培训等方面力度不够,导致医院人事档案的完整性不够,管理制度不健全,管理方法及手段落后,管理人员水平不高,人事档案交接不及时、不严密。特别是人事代理人员(流动人员)档案管理问题突出,人事档案完整性较差,甚至出现断档、弃档、丢档的现象。医护人员对属于个人归档材料的知晓率为35.3%,能主动上交个人归档材料仅25%,导致一次性归档完整率为61.3%。结论 :进一步增强档案管理意识,更新档案管理理念,改进人事档案管理方法,提高管理人员水平,严格规范履行档案移交手续和加大对人事代理人员人事档案内容的审核力度,是保证医院人事档案完整性的重要措施和关键环节。对人事档案资源进行充分利用,是人事档案工作者努力的重点。
