本文认为,从集中计划经济转向市场经济是20世纪近10年全世界的主要问题之一。市场广义上被视为有效利用资源的工具,其主要特点是估定价格和提供信息。在市场经济中,企业主存在着寻求利润的期望,有着随时获取高额收入甚至超额利润的可能性。从计划经济转向市场经济的国家目前有“软着陆”和“建设性破坏”两种办法,作者是主张采取后一种办法的。作者认为采取后一种办法主要应避免灾难性的社会冲突危机,为避免这种危面的出现,一是必须考虑重建国家预算,二是可以依外靠债和国际援助,三是争取适当的外国投资。本文仅作为研究时的考虑。
This paper argues that the shift from a centrally planned economy to a market economy is one of the major problems in the world in the recent 10 years of the 20th century. The market is broadly regarded as a tool for the efficient use of resources, whose main features are the valuation of prices and the provision of information. In a market economy, business owners have the expectation of seeking profit and the possibility of obtaining high income or even excess profits at any time. The countries that have shifted from a planned economy to a market economy currently have two ways of “soft landing” and “constructive destruction.” The author advocates the latter approach. The author believes that the latter approach should mainly avoid the catastrophic crisis of social conflicts. To avoid such a crisis, one must consider rebuilding the state budget, the other is to rely on foreign debt and international aid, and the third is to secure appropriate Foreign investment. This article only as a research consideration.
