贷款前瞻性分类是指商业银行按照可能发生的风险程度将贷款划分为不同档次的过程,其实质是判断债务人及时足额偿还贷款本息的可能性。按照2007年中国银监会印发的《贷款风险分类指引》规定要求,商业银行每季度必须定期对全部贷款风险程度进行前瞻性反映,并根据风险程度动态调整贷款档次。近期,人行铅山支行接到一起新型的企业信用报告异议处理案件。经分析,引发异议的根源正是商业银行贷款前瞻性分类业务的开展。由于对贷款进行前瞻性分类是目前商业银行信贷管理中的日常操作行为,其分类结果将通过对接系统频繁送达征信系统企业信用信息数据库,致使这种类型的异议呈现出普发性和继发性特征,极易引发征信异议诉讼纠纷。
The forward-looking classification of loans refers to the process by which commercial banks divide loans into different grades according to the degree of risk that may occur. Its essence is to judge the probability that debtors will repay their loans in full and on time. According to the requirements of the Guidelines for the Classification of Loan Risk issued by China Banking Regulatory Commission in 2007, commercial banks must periodically and proactively reflect the full extent of the loan risk on a quarterly basis and dynamically adjust the loan grade according to the degree of risk.
