新型农村合作医疗制度自2003年实施以来取得了显著的成绩,但此政策仍然存在一些缺陷,本文就合作医疗的参合方式方面的问题展开探究,分析现行制度存在的弊端,提出“以户籍为依据,强制参合”的方案,旨在解决逆向选择等问题,降低筹资成本。并就其实施步骤做出分析,指出应在健全服务机构,解决资金筹集等问题后在全国推广实施,以此保证新型合作医疗的健康顺利的发展。 The new rural cooperative medical system has achieved remarkable results since its implementation in 2003. However, this policy still has some deficiencies.
