经过２０年的改革开放，宁波市经济实力大大增加，但是在发展的同时，宁波的农村基层建设出现了新情况新问题：１９９５年以来全市村统一经营收入平均下降达３０％左右，农村中重修族谱、宗祠、宗庙、联宗结拜等宗派势力重新抬头，封建迷信盛行，赌博现象屡禁不止，治安犯罪问题较多，一些农村干群关系紧张。为此，宁波市委市政府从今年初开始实施以干部下乡驻村为载体的“固本强基”工程。
