“十一五”时期节能上升为国家战略。在节能政策的干预和影响下,我国高耗能工业企业节能技术进步显著,产品能耗水平大幅下降,央企下属企业取得的节能绩效尤为突出。本文以某中央企业集团公司下属的油田企业作为典型案例,探究节能政策影响此类企业节能行为的作用机制。研究发现,中央政府控制央企下属企业的底层制度环境与节能政策措施等表层制度环境交织在一起,共同推动企业节能。央企集团发挥了主导性作用,地方政府起辅助性作用。制度环境的变化通过节能考核影响员工收入,提升各部门对节能的重视程度,从外部推动企业节能;央企集团的资金支持、企业内部组织结构的调整、节能监测及能源审计挖掘节能潜力和员工培训,从内部支撑企业节能。在外部推动机制和内部支撑机制的共同作用下,央企下属企业取得了超额完成节能目标的绩效。
“Eleventh Five-Year ” period of energy conservation rose to national strategy. Under the intervention and influence of energy-saving policies, the energy-saving technologies of China’s high-energy-consuming industrial enterprises have made remarkable progress and the energy consumption level of their products has dropped sharply. The energy-saving performance obtained by the subordinate enterprises of the central government is particularly prominent. This paper takes a oilfield enterprise under the Central Enterprise Group as a typical case to explore the mechanism of energy saving policy affecting the energy saving behavior of such enterprises. The study found that the central government controls the underlying institutional environment of central SOEs and their policies and measures on the surface such as the environmental protection system intertwined to jointly promote energy conservation. Central enterprises play a leading role in the group, the local government plays a supporting role. Under the joint action of the external promotion mechanism and the internal support mechanism, the subordinate enterprises of the central government have achieved the performance of exceeding the energy-saving target.
