一、根据人的政治素养、品德修养参差不齐的情况,分水平层次开展教育人的思想素质、觉悟水平是有差异的,这点既为人们所认知,又为人们所忽略.即在理论上承认有差异,而在教育实践中又往往不分对象,采取同一内容、同一标准、同一方法进行.因此,医德医风教育要充分考虑到人的不同思想品德水平层次.思想品德水平层次具有常态性、时态性、动态性.即人们的思想品德都具有“高、中、低”之分,不同时代的人们的思想品德有不同的时代特征,而不同层次不是
