在搞好国有企业的诸要素中,企业的领导班子特别是厂长的素质至关重要。大量事实说明,许多办得好的企业,一个共同的经验,就是选好配强厂长,反之,就会严重影响企业的经营管理水平,使企业陷入困境,甚至会被市场淘汰。因此,搞好国有企业,实现两个转变,必须下大力气抓好企业领导班子建设,特别是抓好企业厂长的产生及其行为的规范工作。长期以来,人们习惯于运用行政手段来进行这项工作,这就容易助长随意性,带来消极的影响。笔者认为,必须重视运用法律手段,把企业厂长的选拔和任用、权利和义务、考核和奖罚、监督和约束等纳入法制
In doing a good job in the various elements of state-owned enterprises, the quality of the leading bodies of the enterprises, especially the director, is of crucial importance. A large number of facts show that many well-run enterprises and a common experience are those who choose a strong factory manager. On the contrary, they will seriously affect the operation and management level of enterprises and cause enterprises to get into trouble and may even be eliminated by the market. Therefore, to do a good job of implementing state-owned enterprises and realizing two changes, great efforts must be devoted to the construction of the leading bodies of enterprises. In particular, efforts should be made to standardize the production of enterprise directors and their behaviors. For a long time, people are accustomed to using administrative measures to carry out this work, which can easily promote arbitrariness and bring about negative effects. The author believes that we must attach importance to the use of legal means, the selection and appointment of business director, rights and obligations, assessment and reward and punishment, supervision and binding into the legal system
