流域水循环的“自然-社会”二元演变是导致近年来水问题和水危机的本质原因.实现缺水地区供用水、水环境、水生态安全的国家目标,必须依靠以流域水循环为统一基础的水资源科学调控,其首要的科学基础是对高强度人类活动干扰下的流域水循环与水资源演变的内在机理及其规律的认知.本文从我国二元水循环演进历史、流域二元水循环理论、典型流域水资源演变规律、流域二元水循环模式与概念模型4个方面进行探讨,为变化环境下水循环的基本认知模式、现代环境下水资源衰减规律等提供研究参考.
The “natural-social” dual evolution of the river basin water cycle is the essential cause of the water problems and the water crisis in recent years. To achieve the national goal of water supply, water environment and water ecological security in the water-scarce areas, we must rely on taking the basin water cycle as a unified The basic scientific foundation of water resources regulation and control is its primary scientific basis, which is the cognition of the inherent mechanism and laws of water cycle and water resources evolution under the interference of high-intensity human activities.This paper analyzes the history of binary water cycle, the binary water cycle Theory, evolvement law of typical basin water resources, basin binary water circulation model and conceptual model, and provide reference for the basic cognition model of water cycle in changing environment and the decay law of water resources in modern environment.
