深圳市税务局罗湖分局于1988年进行征管模式改革,实行专业化管理,按职能设置的科室有:管理一、二、三、四、五科,审计一、二科,稽查队,征收科,发标科,计会科,人教科和办公室。分局负责罗湖的区属国营企业、集体企业、“三资”企业和辖区内的私营企业、个体户、集贸市场和私人房屋出租的税收征管工作。由于特区经济的高速发展,罗湖辖区内新的企业不断涌现,分局管理的各类企业和个体户7500多户,集贸市场32个,房屋出租户7000余户。这些征管对象成份多样,门类齐全,管理方式各异,征管工作负荷大,分局人力与业务量之间的矛盾越来越突出。因此,应用先进的技术工具,建立面向征管的计算机信息系统是十分必要的。

Due to the rapid economic development in the Special Economic Zone, new enterprises in the Lo Wu area are constantly emerging. More than 7,500 enterprises and self-employed entities under the jurisdiction of the branch administration, 32 bazaars and over 7,000 households have rented houses. The collection of these objects are diverse, complete categories, different management methods, collection and management workload, branch offices and the contradiction between the amount of business has become increasingly prominent. Therefore, the application of advanced technology tools to establish a collection of computer information systems is necessary.
