我国事业单位养老保险改革试点受阻,在改革群体和改革实效上存在广泛争议:一是公务员未纳入改革范围影响制度公平;二是此次改革可能流于形式且实际效果甚微。争议的产生主要是由于公众对政府双重角色和养老保险制度及其层次的模糊认识。因此,为实现养老保险的制度公平,需将公务员纳入改革范畴,与事业单位同步进行、统一建制,使所有群体共享制度公平;同时要建立职业年金制度,以满足不同群体的需求,体现制度效率。
The pilot reform of endowment insurance in public institutions in our country is blocked. There are a lot of controversies over the reform groups and the effectiveness of the reform. First, civil servants are not included in the scope of the reform and affect the fairness of the system. Second, the reform may fall into the form with little actual effect. The controversy arises mainly from the public’s vague awareness of the dual role of the government and the pension insurance system and its hierarchy. Therefore, in order to realize the system of pension insurance, it is necessary to include the civil servants in the category of reform, synchronize with the public institutions, unify the system and make all the groups share the system equity. At the same time, establish the occupational pension system to meet the needs of different groups and reflect the efficiency of the system .
