毛泽东军事才技管理方略从两个方面展现出来:一是卓越的自我才技管理即军事才技的“内脑”管理;毛泽东通过“发散式”与“转移式”两个路径对自身军事知识质量实施了优化管理;毛泽东军事思想是毛泽东军事知识质量发散的伟大成果,而战略管理、战术管理与精神管理的三位一体集中体现着毛泽东军事知识质量转移的智慧性。第二是开放的将士才技管理即军事才技的“外脑”管理;毛泽东采取“高层式”管理与“基层式”管理并行推进的才技管理模式,主要表现为对军事高层知人善任的管理谋略和注重军事基层全体发展的大管理视野。
