提出一个集成气象学、灾害学、信息科学、经济学等多学科知识的城市暴雨内涝灾害经济损失评估系统。基于Web GIS实现“人机交互式”数据采集;通过统计方法确定灾损率曲线,计算灾害的直接经济损失;利用投入产出模型计算灾害的间接经济损失。采用“所见即所得”的思路,只需要输入降雨量的实况数据,便可即时计算城市各易涝点的直接和间接经济损失,提供灾害经济损失的空间分布,自动生成各易涝点的灾损和防御对策报告。该系统有助于提高政府部门的灾害应急管理能力,为类似灾害的经济损失评估提供典型范例。
This paper presents a system to evaluate the economic loss of floods and waterlogging disaster in cities by integrating multidisciplinary knowledge of meteorology, catastrophology, information science and economics. Based on Web GIS, “human-machine interactive” data collection is realized; the disaster rate curve is determined through statistical methods to calculate the direct economic losses of disasters; and the input-output model is used to calculate the indirect economic losses of disasters. Using the idea of “what you see is what you get”, you only need to enter the real-time data of rainfall, you can immediately calculate the direct and indirect economic losses of the city’s waterlogging points, provide the spatial distribution of economic losses of disasters, and automatically generate waterlogging Point disaster and defensive countermeasures report. The system helps to improve disaster management capabilities of government departments and provides a typical example for economic loss assessment of similar disasters.
