一、设置项目总经济师的必要性 当前我国施工企业管理已由施工项目管理代替传统的生产队式管理,从生产型向经营型转变,逐步形成以经济效益为中心的经营理念。实现经济效益最重要的途径有两条就是“开源”和“节流”。所谓“开谓”主要是指项目工程价款的结算;“节流”主要是指项目工程成本的控制。项目总经济师在这两方面中都起着不可替代的作用。因此,从实现项目经济效益的角度来看,设置项目总经济师是必然的。 要实现项目管理由粗放型向集约型转变,就必须重视项目业务管理。项目经营管理的主要业务是:计划经营业务、工程技术业务和财务会计业务,而计划经营业务是一个边缘型业务,与其他业务都有密切关系,同时又起到龙头作用。只有搞好计划经营业务,才能使整个项目的业务管理体系协
