当前,烟草商业企业的管理与新形势下的企业发展存在着三个方面的矛盾:一是管理方式与社会对本行业放开的呼声、行业整体素质提升的要求不适应;二是管理方式的改革跟不上行业发展模式改革的步伐;三是管理体制不能适应企业自身的发展要求。针对上述问题,应从以下几个方面提出解决办法:首先是提高领导班子依靠职工办企业的民主意识;二是提高企业职工队伍的整体民主意识和道德水平;三是建立健全民主管理的各项制度,并通过这些措施,实现企业的民主管理。
