绝大多数医生都希望给予患者“适当”的医疗,也希望能够“道德”地行医。但当医疗服务转化成一项每年消耗17%GDP的技术性活动时,医生便很难把握什么才是“适当”行医和“道德”行医。
Most doctors hope to give their patients “proper” medical care, and they also hope to be “ethically” practicing medicine. But when health care is transformed into a technical activity that consumes 17% of GDP annually, it is very difficult for doctors to grasp what is “proper” practice and “ethical” practice.
