《中共中央关于教育体制改革的决定》中提出了学校要实行校长负责制,这是深化教育改革的重大举措。但是这种体制并没有定式,它也有一个建立、发展和完善的过程,还需在实践中积极探索。如学校民主管理就是其中一个需要探讨的问题。校长作为学校的法人代表,全面负责学校工作,权利高度集中,如果没有民主管理作其坚实的基础,这种集中制就如同是空中楼阁。因此校长必须坚持民主管理,发扬民主作风,建立、健全民主制度,以调动教职工以及家长等社会力量参与学校管理的积极性。这不仅能保证校长决策的正确、可行、科学,而且能使学校的目标变成群体的自觉行为。这是办好学校的保证,也是培养民主意识的最好途径。
The Decision of the Central Committee of the Communist Party of China on the Reform of the Educational System proposed that the school should implement the principal responsibility system. This is a major measure for deepening education reform. However, this system has not been formalized. It also has a process of establishing, developing and perfecting it. It must also actively explore in practice. Such as school democratic management is one of the issues to be explored. This not only ensures that the principal's decision-making is correct, feasible and scientific, but also enables the school's goal to become a group's conscious behavior. This is a guarantee for running a school and the best way to cultivate a sense of democracy.
