公众真正意识到尾矿库的危害是在2008年,因为在这一年的9月8日,山西省临汾市襄汾县新塔矿业有限公司尾矿库发生特别重大溃坝事故,造成254人死亡、34人受伤。尾矿库是指堆存金属非金属矿山选矿后形成的尾矿或其他工业废渣的场所,是一个具有高势能人造泥石流的危险源,一旦溃坝,既会造成重大人员伤亡和财产损失,也可能对下游村庄、河流、水库、农田等造成严重的环境污染。有资料显示,中国现有尾矿库11946座,截止到2011年6月,仍有1151座危、险、病库有待治理。2011年11月底,国家安全生产监督管理总局提出,到2015年基本消除危、险尾矿
