改革开放以来，城镇公共安全基础设施建设取得了很大成绩，但仍明显滞后于城市化进程，由此而加剧社会治安严峻的态势，这其中一个重要原因就是公共安全基础设施规划管理相对比较薄弱。因此，为贯彻落实中央指示精神和依法治安的有关规定，必须着力加强公共安全基础设施规划管理，制定社会治安综合治理发展战略，把公共安全基础设施规划准入城审总体规划和经济社会发展规划之中。
