日本在经济发展进程中不仅解决了能源供给问题,而且成为世界环保先进国家,因此其能源环保经验倍受我国学者推崇。然而日本能源政策并非完美无缺,在其良好的能源消费结构之下实际上存在着严重的供给风险,并且在福岛核电事故之后其能源政策的利益集团性更是暴露无遗。中日能源管理中所面对的问题具有一定的共性,尤其在大规模推进核电建设的背景下必须加强安全管理,通过成立国家能源部打破部门利益、进行能源统一部署。
In the process of economic development, Japan not only solved the issue of energy supply, but also became an advanced country in the world in environmental protection. Therefore, Japan’s experience in energy and environmental protection has been greatly respected by scholars in our country. However, Japan’s energy policy is not perfect. In fact, there is a serious supply risk under its good energy consumption structure, and the interest groups of its energy policy are even more exposed after the Fukushima accident. The problems facing Sino-Japan energy management have certain commonalities. In particular, in the context of large-scale nuclear power construction, it is necessary to strengthen safety management and break the sectoral interests by establishing a national energy department to carry out the unified deployment of energy.
