On December 12, 2015, the United Nations Climate Change Conference finally reached a landmark Paris Climate Change Agreement (“Paris Agreement”) in Paris after two weeks of negotiation. On April 22, 2016, the Paris Agreement was formally signed at the headquarter of the United Nations in New York by heads of state, heads of state, or senior officials from over 150 countries. This historic move marks the starting point for mankind to usher in a new global climate order. Prior to this, in the 2015 Annual Report on China’s Policies and Actions for Addressing Climate Change promulgated by the National Development and Reform Commission (NDRC), the staged achievements made toward China in promoting energy conservation in the construction sector are consistent with the next
