电网所属集体企业与主办国有企业在发展过程中相伴生,其产权的模糊属性成为影响集体企业发展的外部制度性制约因素,构成了集体企业的产权约束。产权约束的表现特征决定了集体企业不能完全等同于国有企业的依法治企要求,有其一定的特殊性。鉴于此,集体企业的依法治企工作必须要服从于这个根本前提,妥善处理几个重点关系,从而更好地服务于集体企业与国有企业的协同改革发展。 The collective enterprises owned by the grid and the host state-owned enterprises have accompanied in their development.
