机构开展电子文件管理工作需要具有超越以往对传统纸质文件和模拟载体档案管理的综合能力。本文在分析电子文件管理工作的主要职能和关键活动的基础上,提出基于职能域的组织管理电子文件的能力体系结构,并重点从组织运作、文件管控、技术实现和信息服务四个维度阐述电子文件管理能力的通用要求,为机构培育和提升电子文件管理的能力提供思路、方法和参考。
Organizations need to have a comprehensive capability to manage electronic paper records beyond the traditional management of paper documents and simulated carrier records.
