从1986年8月起,交通部科技局组织部情报所等单位并请有关专家拟定2000年交通科技发展战略措施,这是国家为2000年编拟经济、社会、科技发展战略措施的重要组成部分。交通科技发展分公路和水运两部分,水运部分又分别按照港口、内河等不同情况拟有相应的措施。在拟定科技发展战略措施的过程中,按照系统工程的方法,约请了国内百余名专家、教授编写有关论文和意见,然后由交通部情报所汇总编拟交通科技发展的初稿。目前初稿业已形成。其中水运方面的港口部分系由南京水利科学研究院汇总编拟的。为使港口建设战线上的广大读者及早了解2000年以前我国建港科技发展梗概并借此启发更多的发展设想,推动港口建设的技术进步,本刊征得交通部科技局、交通部情报所、南京水利科学研究院和作者本人的同意,现将有关港口工程部分中若干篇及南京水利科学研究院的汇总结果,集中于本期刊出,以飨读者。
Since August 1986, the intelligence department of the Ministry of Science and Technology of the Ministry of Communications has invited relevant experts to draw up strategic measures for the development of transportation science and technology in 2000. This is an important part of the strategic measures for the development of economy, social science and technology by the state in 2000 . Traffic science and technology development of roads and water transport two parts, respectively, in accordance with the water transport port, river and other different circumstances to be the appropriate measures. In the process of formulating strategic measures for the development of science and technology, according to the systematic engineering method, over a hundred domestic experts and professors were invited to prepare relevant papers and opinions, and then the first draft of the development of traffic science and technology was compiled by the Ministry of Communications Intelligence. The first draft has been formed. Among them, the port part of water transport was compiled by Nanjing Hydraulic Research Institute. In order to enable readers on the front of the port to understand the outline of the development of science and technology in Hong Kong before 2000 and to inspire more development plans and promote the technological progress of the port construction, this journal has been approved by the Science and Technology Bureau of Ministry of Communications, Ministry of Communications Intelligence , Nanjing Hydraulic Research Institute and the author’s own consent, the port works will now part of several and Nanjing Hydraulic Research Institute of the summary results, now published in this issue to readers.
