提到反倾销,有些人可能只是听说而不了解,反倾销(Anti-Dumping)指对外国商品在本国市场上的倾销所采取的抵制措施。一般是对倾销的外国商品除征收一般进口税外,再增收附加税,使其不能廉价出售,此种附加税称为“反倾销税”。2010年我国建材工业出口金额对亚太地区的增长率为27%,对东盟国家的增长率为35.9%,对欧盟的增长率为1 9.3%,亚洲经济的回升带动了建材出口快速增长。欣喜的同时,也伴随着无尽的忧虑和困扰,几乎每年我们都要遭到欧盟等国的反倾销。2011年3月,欧盟对产自中国的陶瓷作出反倾销初裁,征收高达73%的反倾销全国普遍税率,陶瓷行业面临困境。而近年对于建材行业频遭反倾销困扰,中国的建材业怎么办?
When it comes to anti-dumping, some people may just say it but do not understand it. Anti-dumping refers to the boycott of dumping of foreign goods in the domestic market. In general, dumping foreign goods shall be subject to general import duties, and an additional tax will be imposed on them so that they can not be sold at a bargain price. This additional tax is called “anti-dumping duty.” In 2010, the export value of China’s building materials industry increased by 27% for the Asia-Pacific region, 35.9% for the ASEAN countries and 113% for the EU. The rebound in the Asian economy led to the rapid growth of building materials exports. At the same time, it is accompanied by endless worries and distractions. Almost every year, we have to face anti-dumping actions by the EU and other countries. In March 2011, the European Union imposed a preliminary anti-dumping ruling on ceramics originating from China, imposing a national anti-dumping tax rate of up to 73%, and the ceramic industry faced difficulties.
