目前,编写《组织沿革》的体例较流行的有三种:一是“编年法”,即按照年代顺序,逐年列出各组织机构设置和人员编制情况;二是“系列法”,即以内部组织机构划分系列,对每个系列的机构、领导成员的任免情况进行编写;三是“阶段法”,即根据国家机关发展过程中有阶段性的特点,把每个重要变化时期作为一个阶段,在每一个阶段里,按内部组织机构分系列逐一编写。这三种体例各具特点,各有千秋,但笔者认为,采用“编年法”编写《组织沿革》为好。“编年法”较之其它体例有以下优点:(一)它能全面、系统、具体地反映一个机关每年的建制,包括内部机构设置、人员编制、领导成
